Granicus engineering teams have identified the root cause of the subscriber upload failures, which stem from special characters in CSV files. A fix is currently in development and will be included in the next product release.
In the meantime, if you encounter this issue, please ensure your CSV file is encoded in UTF-8 and resubmit it.

We’ve identified an issue impacting govDelivery Communications Cloud and are actively working to implement a fix.
Some subscriber uploads are failing due to the presence of special characters in the CSV input files submitted by administrators during topic uploads.
